UCLG ASPAC Stages Chinese Cities' Anti-Pandemic Experience Sharing Conference: Hangzhou Tells Its Stories

Hangzhou Daily (Journalist Zheng Hui)—“Hangzhou's response to the pandemic revolves around adaptation to evolving situations, digital empowerment, life-first principle and all-citizen cooperation.” UCLG ASPAC held the Chinese Cities' Anti-Pandemic Experience Sharing Conference via video yesterday afternoon. Experts and officials of Hangzhou attended the conference to share the city's experience in pandemic prevention and control and resumption of work and production.

Since the outbreak of the COVID-19, Hangzhou has gone through several stages in fighting the virus. At the hardest, tensest and most crucial stage, Hangzhou acted with well-timed and effective prevention and control policies based on its full grasp of evolving situations. Therefore, it responded to the disease in a controlled and well-ordered manner. The city used digital technologies to facilitate pandemic prevention and control decisions and the “big data + grid-based” method to ensure effective response. In particular, Hangzhou was a trailblazer in China to use health QR code and pandemic map with five colors to realize individualized control. The city also focused on epidemiological investigation, the key to early detection of cases, to stem the spread of the coronavirus disease from the origin. The city was also active in assisting Wuhan. After the virus hit the country, the government of Hangzhou swiftly set up a pandemic prevention and control guidance system that is sound, unimpeded and efficient. During the pandemic, Hangzhou gave the priority to both virus control and resumption of work and production. It took science-based and impactful measures to win the battle against the novel coronavirus and to resume economic and social development.

During the conference, experts from the Department of Infection Control of the Second Affiliated Hospital of Zhejiang University School of Medicine shared experience regarding the infection control in temporary hospitals (Fangcang hospital) built during the pandemic.
