Hangzhou.com.cn BRLC New Year Concert, with the theme of “Fighting Pandemic and Pursing Development – A Common Voice and Joint Endeavor”, was held at Hangzhou Grand Theatre on the evening of 18th December, 2020. Expats, international students as well as representatives of Belt and Road enterprises and BRLC partners attended the concert. The concert was jointly hosted by Foreign Affairs Office of Hangzhou Municipal Government, Hangzhou People's Association for Friendship with Foreign Countries, and Secretariat of the UCLG ASPAC Committee on the Belt and Road Local Cooperation. Hangzhou Philharmonic Orchestra (HZPO) performed classic pieces from Belt and Road countries, bringing an art feast combining oriental and occidental elements.

Conducted by Hong Yin, an HZPO conductor in residence, the concert started with William Tell Overture, a melodic, vivid piece that took audience's breath away immediately, and climaxed with bold, unconstrained Hungarian Dance No. 5, Romanian Folk Dances, which was full of folk characteristics, and Indonesian folk song Sing Sing So.

As COVID-19 struck China in a violent manner at the beginning of this tumultuous year, Hangzhou received urgently-needed medical supplies from international friendship cities and foreign friends, which helped the city through the hardest time. So when the control and prevention of the pandemic in China achieved preliminary results, Hangzhou donated medical protective equipment to the Belt and Road countries and international organizations as soon as possible and positively shared its experience in fighting against the pandemic and resuming work and production to enhance international cooperation to win the fight.

The 3rd Hangzhou International Day was successfully held in 2020. Present at the event, online or offline, were the chair of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC), chairman of the Olympic Council of Asia, ambassadors to China from different countries, and mayors of international friendship cities. This event continuously signaled a strong wish of openness at a high level. Briefing on Hangzhou was later held in Shanghai, inviting representatives of 54 countries' consulates general and institutions in Shanghai. Online international communication activities were positively launched at the same time, striving to maintain active international communication during this special period and gain opportunities and friendship arising from communication and collision.

Hangzhou is now reaching the crucial juncture of “Asian Games, modernization, and metropolis”. With the aim of developing into “digital and intelligent Hangzhou, a livable paradise” with finesse, the city is accelerating to become a Socialist modernized international metropolis. Foreign friends who study, live and work here will join and witness the growth of the city along with Hangzhou citizens.

BRLC was initiated and founded by CPAFFC and Hangzhou Municipal Government within the framework of UCLG, aiming to establish a cooperation platform for local governments to share experience, promote common prosperity, increase mutual communication, and enhance mutual trust. The underlying object is to boost “friendship among countries” through “friendship among people”. The committee has, three years after its establishment, embraced 59 foreign members and 18 domestic members from 29 countries.

Eve from Lithuania, who has lived here for 8 years, considered Hangzhou as a beautiful city with comfortable lifestyle. She emphasized that how Hangzhou fought against COVID-19 gave her a strong sense of “safety”.

As the concert came to an end, a lot of foreign friends who cannot go back home due to the pandemic said that familiar music from homeland made them feel at home.
