2021 BRLC Meeting Kicks off Virtually

The 2021 UCLG ASPAC Committee on the Belt and Road Local Cooperation (BRLC) Meeting and the 2nd BRLC Council Meeting kicked off virtually on the afternoon of September 8. Present at the event were Ashok Kumar Byanju Shrestha, President of UCLG ASPAC, Mayor of Dhulikhel Municipality, Nepal, and President of Municipal Association of Nepal, Jiang Jiang, Vice President of The Chinese People’s Association for Friendship with Foreign Countries,Dr.Bernadia, Secretary General of UCLG ASPAC, Kyösti Oikarinen, Co-President of BRLC and former Political Mayor of City of Oulu, Finland, Maria Moreni, Co-President of BRLC and President ofItaly-China Link Association, as well as BRLC members and cooperative enterprises.


The event was held during the 8th UCLG ASPAC Congress. Zhou Shu, Secretary General of BRLC and Director of Foreign Affairs Office of Hangzhou Municipal Government, reported the major work of BRLC. Holding the mission of “Openness, Cooperation, Sharing and Win-Win”, since last year, BRLC had made great achievements. The connection system of the countries along the path of Belt and Road initiative had been steadily established and the cooperation had been comprehensively done in economic trade, culture, governance and other fields. The stories of “Community of Shared Future for Mankind” in international language were told and special assistances fighting against COVID-19 pandemic were provided. In addition, with the promotion and branding of “Hangzhou” in many international activities, the links with other members were strengthened. Zhou Shu addressed that “the next step is to keep maintaining the partnership among countries along the path of Belt and Road initiative and to expand the relation of BRLC by taking full advantage of the 19th Asian Games Hangzhou 2022.”

Jiang Jiang highlighted that since the sudden outbreak of COVID-19 pandemic, the organizations had made joint efforts to overcome the difficulties by launching a new model of “cloud communication”. The new communication way enhanced the intimacy of countries along the path of Belt and Road initiative in fighting against pandemic, business trade, culture, and other fields. Currently, the academic researches had gained rich harvest. In the near future, BRLC intended to improve the collaboration, problem-solving capabilities with local governments’ engagement to a great extent.

President Byanju confirmed the long-term dedication and operation of BRLC, expected that the big projects could have influence on relevant cities and regions with new opportunities and benefits. Kyösti Oikarinen and Maria Moreni, both Co-Presidents of BRLC, indicated that it was a pleasure to work with BRLC and hoped that all members would positively share resources to produce practical results by taking advantage of the platform of BRLC.

Dr.Bernadia appreciated BRLC’s efforts in pandemic control and economic recovery, then stressed the importance of the brainstorming between UCLG ASPAC members and China, and considered to meet each other after COVID-19.

At that day, representatives of BRLC members and Hangzhou-based enterprises shared the projects outcomes under the framework of BRLC and their keen desire for future cooperation. Six new members joined BRLC at the meeting, including Dhankuta Municipality of Nepal, Cagliari Municipality of Italy, Silk Road Legal Cooperation Network, Argentine Chinese Council, LAC China Business Federation and Dujiangyan Municipality, China. In total, the number of BRLC members had grown to 83.

Four years since the establishment of BRLC, it has actively enhanced mutual understanding among UCLG members on the basis of Asian Pacific region and is to become a significant platform for UCLG to form regional multi-lateral alliance.
