Highlights of 2022 BRLC Committee Meeting & Forum on City’s Low-Carbon Growth

On the afternoon of June 9, 2022 BRLC Committee Meeting & Forum on City’s Low-Carbon Growth was held via virtual link.

Mr. Ashok Byanju Shrestha, President of UCLG ASPAC, President of Municipal Association of Nepal and Mayor of Dhulikhel Municipality, Nepal, Mr. Yan Dong, Vice President of CPAFFC, Dr. Bernadia Tjandradewi as Secretary General of UCLG ASPAC, and Mr. Kyösti Oikarinen as Co-president of BRLC and former political mayor of Oulu, Finland, as well as the representatives from C40 Cities Climate Leadership Group as the special guests, attended and spoke at the meeting. More than 60 experts in relevant fields and representatives of industries and enterprises from Hangzhou, Wuhan, Dhulikhel (Nepal), Oulu (Finland), Leeds (UK), Lugano (Switzerland) and Male (Maldives) participated in the meeting.

The meeting was held during the UCLG ASPAC Executive Meeting. At the meeting, BRLC Secretariat reported the major projects of the committee. Since its founding, by adhering to the tenet of openness, cooperation, sharing and win-win benefits, the committee has actively set up a communication mechanism among cities along the Belt and Road regions to promote pragmatic cooperation in economy, trade, culture and ecological and environmental governance. A community of shared future for mankind was served as a blueprint that guides the actions of BRLC all the way; Two-way promotions through major international events held in Hangzhou and the platform of the committee has further consolidated the connection with Hangzhou and other member cities. For the second half of 2022, the committee will continue to promote exchanges and cooperation, and take the opportunity of the Asian Games to reach out to more cities and canditate members.

“The committee is dedicated to promoting the implementation of the Belt and Road Initiative at the local government level, which receives wide attention and recognition. CPAFFC and Chinese member cities will rely on the platform of the committee to promote the continuous deepening and strengthening of international exchanges and cooperation between the Belt and Road local governments, and contribute to the urban low-carbon development,” said Yan Dong, Vice President of CPAFFC. 

Mr. Byanju, President of UCLG ASPAC, acknowledged the efforts and achievements made by the committee over the years. The committee has facilitated the members of the Asia-Pacific region to better understand China and foster friendly partnership, and made outstanding contributions to the work of the UCLG in the Asia-Pacific region.

Closing remarks made by Dr. Bernadia Tjandradewi, Secretary General of UCLG ASPAC, mentioned that this meeting has provided more comprehensive insights into green planning strategies of global cities, and enabled local cities to fulfill transition to green environmental protection cities more smoothly. She hoped that the UCLG ASPAC and the committee would maintain close contact and continue to cooperate in various fields to cope with climate changes so as to build a better, stronger and more resilient homeland.

In the Forum on City’s Low-Carbon Growth, the guests exchanged ideas on scientific and technological innovation, urban greening, green energy and green commuting, and shared experiences in low-carbon city development, system innovation, digital and intelligent governance, and green market activation. The representatives from Hangzhou introduced the course of low-carbon development and future prospects of Hangzhou City, and shared the rising popularity of the public rental bicycle known as “little red bike”, the concept and practice of enlargement of public greening for the citizens, and the local blazer of tidal energy.

The representatives from Wuhan, co-president city of the BRLC, shared the unique practice of building a park city with wetland and flower city characteristics.

Representatives from Oulu (Finland), Leeds (UK), Lugano (Switzerland) and Male (Maldives) exchanged experiences. The representative of Oulu shared the research progress of Oulu University on hydrogen energy, solar energy application and carbon-free steelmaking. The representative of Leeds said that Leeds was awarded the“Tree City”this year and was committed to building a sustainable and inclusive city where all citizens would benefit from the greening projects. The representative of Lugano introduced the local low-carbon development experience from three aspects: green commuting, green energy and green community.

Special guests of C40 shared cases on the green development along the Belt and Road countries and regions.

One day earlier, Hangzhou attended the working meeting of UCLG Chinese mainland members convened by CPAFFC, and reported the work of the committee.
