In September 2018, the BRLC organized the Observation and Learning at the Apsara Conference 2018. It invited youth representatives from UCLG ASPAC to observe and learn from the Apsara Conference 2018 jointly hosted by Alibaba Group and Hangzhou Municipal People's Government so that they could learn about Hangzhou's development in the most cutting-edge technologies and seek cooperation.
